How Congress Will Certify Trump’s Electoral College Victory on Jan. 6

WASHINGTON — The congressional joint session to count electoral votes on Monday is expected to be much less eventful than the certification four years ago that was interrupted by a violent mob of supporters of then-President Donald Trump who tried to stop the count and overturn the results of an election he lost to Democrat Joe Biden.

This time, Trump is returning to office after winning the 2024 election that began with Biden as his party’s nominee and ended with Vice President Kamala Harris atop the ticket. She will preside over the certification of her own loss, fulfilling the constitutional role in the same way that Trump’s vice president, Mike Pence, did after the violence subsided on Jan. 6, 2021.

Usually a routine affair, the congressional joint session on Jan. 6 every four years is the final step in reaffirming a presidential election after the Electoral College officially elects the winner in December. The meeting is required by the Constitution and includes several distinct steps.

A look at the joint session:

What happens when Congress meets?

Under federal law, Congress must meet Jan. 6 to open sealed certificates from each state that contain a record of their electoral votes. The votes are brought into the chamber in special mahogany boxes that are used for the occasion.

Bipartisan representatives of both chambers read the results out loud and do an official count. The vice president, as president of the Senate, presides over the session and declares the winner.

The Constitution requires Congress to meet and count the electoral votes. If there is a tie, then the House decides the presidency, with each congressional delegation having one vote. That hasn’t happened since the 1800s, and won’t happen this time because Trump’s electoral win over Harris was decisive, 312-226.

How has it changed since the last time?

Congress tightened the rules for the certification after the violence of 2021 and Trump’s attempts to usurp the process.

In particular, the revised Electoral Count Act passed in 2022 more explicitly defines the role of the vice president after Trump aggressively pushed Pence to try and object to the Republican’s defeat — an action that would have gone far beyond Pence’s ceremonial role. Pence rebuffed Trump and ultimately gaveled down his own defeat. Harris will do the same.

The updated law clarifies that the vice president does not have the power to determine the results on Jan. 6.

Harris and Pence were not the first vice presidents to be put in the uncomfortable position of presiding over their own defeats. In 2001, Vice President Al Gore presided over the counting of the 2000 presidential election that he narrowly lost to Republican George W. Bush. Gore had to gavel several Democrats’ objections out of order.

In 2017, Biden as vice president presided over the count that declared Trump the winner. Biden also shot down objections from House Democrats that did not have any Senate support.

How does the session unfold?

The presiding officer opens and presents the certificates of the electoral votes in alphabetical order of the states.

The appointed “tellers” from the House and Senate, members of both parties, then read each certificate out loud and record and count the votes. At the end, the presiding officer announces who has won the majority votes for both president and vice president.

What if there’s an objection?

After a teller reads the certificate from any state, a lawmaker can stand up and object to that state’s vote on any grounds. But the presiding officer will not hear the objection unless it is in writing and signed by one-fifth of each chamber.

That threshold is significantly higher than what came before. Previously, a successful objection only required support from one member of the Senate and one member of the House. Lawmakers raised the threshold in the 2022 law to make objections more difficult.

If any objection reaches the threshold — something not expected this time — the joint session suspends and the House and Senate go into separate sessions to consider it. For the objection to be sustained, both chambers must uphold it by a simple majority vote. If they do not agree, the original electoral votes are counted with no changes.

In 2021, both the House and Senate rejected challenges to the electoral votes in Arizona and Pennsylvania.

Before 2021, the last time that such an objection was considered had been 2005, when Rep. Stephanie Tubbs Jones of Ohio and Sen. Barbara Boxer of California, both Democrats, objected to Ohio’s electoral votes, claiming there were voting irregularities. Both the House and Senate debated the objection and easily rejected it. It was only the second time such a vote had occurred.

Once Congress counts the votes, what’s next?

After Congress certifies the vote, the president is inaugurated on the west front of the Capitol on Jan. 20.

The joint session is the last official chance for objections, beyond any challenges in court. Harris has conceded and never disputed Trump’s win.

Why U.S. Flags Are Being Flown at Half-Staff on Inauguration Day—And Trump’s Reaction

United States flags are set to be flown at half-staff this month as an official sign of grieving former President Jimmy Carter, who died on Dec. 29, 2024, aged 100. However, President-elect Donald Trump’s inauguration day is set for later this month and he has expressed his discontent about the matter.

In President Joe Biden’s proclamation about the death of Carter, he directed that flags be flown at half-staff “as an expression of public sorrow” for 30 days—a period of time that includes President-elect Trump’s inauguration on Monday, Jan. 20.

The act is in accordance with a proclamation issued by President Dwight D. Eisenhower in 1954, which states that when a President or former President dies, 30 days is the appropriate amount of time to fly the flag at half-staff at federal government buildings and their grounds, as well as at U.S. embassies and other facilities abroad, including military installations and vessels.

Biden’s proclamation also announced that Thursday, Jan. 9 would be a National Day of Mourning for the U.S., as a state funeral will be held that day at the Washington National Cathedral. Trump is expected to be in attendance. Ceremonies honoring Carter started on Jan. 4 with a procession in his hometown of Plains, Georgia. Carter will lie in state in the Capitol Rotunda from Jan. 7 to Jan. 9.

Upon learning of Carter’s death, Trump paid tribute via his social media platform, Truth Social. “While I strongly disagreed with him philosophically and politically, I also realized that he truly loved and respected our Country, and all it stands for,” Trump said of Carter. “He worked hard to make America a better place, and for that I give him my highest respect.”

Trump later posted on Truth Social, about the flags, saying that Democrats are “giddy” about the flag being flown at half-staff during his Inauguration.

“In any event, because of the death of President Jimmy Carter, the Flag may, for the first time ever during an Inauguration of a future President, be at half mast,” he wrote. “Nobody wants to see this, and no American can be happy about it. Let’s see how it plays out.”

The flags were flown at half-staff during President Richard Nixon’s inauguration for his second term on Jan. 20, 1973, due to him having lowered them earlier for the death of former President Harry S. Truman on Dec. 26, 1972.

During a press briefing, White House Press Secretary Karine Jean-Pierre was asked if the White House would reconsider its decision to fly the flags at half-staff, in light of Trump’s raised concerns about his inauguration. Jean-Pierre replied with a firm “no.”

After Trump is inaugurated, he could technically override Biden’s proclamation as President and raise the flags, an act that Nixon did for a single day in 1973 to honor the release of American prisoners of war in Vietnam. Though it was during a period of national mourning after the death of President Lyndon B. Johnson, Nixon wrote that the short raising of the flag was in accordance with Johnson’s “highest respect and affection for the men in uniform who gave so much on the battlefields and in the prison camps.” 

This is not the first time that Trump has been involved in discourse about flags being flown at half-staff. When Senator John McCain died in 2018, flags at some federal buildings were fully raised earlier than would normally be expected after the death of a Senator. Hillary Clinton, George Soros, and Denzel Washington Will Receive the Highest U.S. Civilian Honor

WASHINGTON — Former Secretary of State Hillary Clinton, Democratic philanthropist George Soros and actor-director Denzel Washington will be awarded the nation’s highest civilian honor on Saturday in a White House ceremony.

President Joe Biden will bestow the Presidential Medal of Freedom to 19 of the most famous names in politics, sports, entertainment, civil rights, LGBTQ+ advocacy and science.

The White House said the recipients have made “exemplary contributions to the prosperity, values, or security of the United States, world peace, or other significant societal, public or private endeavors.”

Four medals are to be awarded posthumously. They are going to Fannie Lou Hamer, who founded the Mississippi Freedom Democratic Party and laid the groundwork for the 1965 Voting Rights Act; former Attorney General Robert F. Kennedy; George W. Romney, who served as both a Michigan governor and secretary of housing and urban development; and Ash Carter, the former secretary of defense.

Kennedy is father to Robert F. Kennedy Jr., President-elect Donald Trump’s nominee for health and human services secretary. Romney is the father of former Utah Republican Sen. Mitt Romney, one of Trump’s strongest conservative critics.

Major philanthropists receiving the award include Spanish American chef José Andrés, whose World Central Kitchen charity has become one of the world’s most recognized food relief organizations, and Bono, the frontman for rock band U2 and a social justice activist.

Sports and entertainment stars being recognized include professional soccer player Lionel Messi; retired Los Angeles Lakers basketball legend and businessman Earvin “Magic” Johnson; actor Michael J. Fox, who is an outspoken advocate for Parkinson’s disease research and development; and William Sanford Nye, known to generations of students as “Bill Nye the Science Guy.”

Other awardees include conservationist Jane Goodall; longtime Vogue Magazine editor-in-chief Anna Wintour; American fashion designer Ralph Lauren; American Film Institute founder George Stevens Jr.; entrepreneur and LGBTQ+ activist Tim Gill; and David Rubenstein, co-founder of The Carlyle Group global investment firm.

Last year, Biden bestowed the Presidential Medal of Freedom on 19 people, including the late Medgar Evers, House Speaker Emerita Nancy Pelosi, Rep. James Clyburn of South Carolina and actor Michelle Yeoh.

Everything You Need to Know About the 2025 Golden Globes

Kicking off awards season in Hollywood, the 2025 Golden Globes on Sunday, Jan. 5, could do more than provide a stage for speeches and fashion.

The show can sometimes indicate the frontrunners for the Academy Awards—which are in March. This year could also lead to history, including the first openly transgender woman ever nominated in the best lead actress category.

Here’s everything you need to know about this year’s ceremony:

What time does it start and how can I watch it?

The annual Golden Globes Awards ceremony will begin at 5 p.m. PT/8 p.m. ET on Sunday, Jan. 5, at the Beverly Hilton in Beverly Hills, California. 

Viewers can watch the show live on CBS or via streaming on Paramount +—though only subscribers who have the Paramount+ with the Showtime plan will be able to watch the ceremony live. Others will be able to stream the ceremony through Paramount+ starting Monday. 

To see all the fashion, viewers can watch the red carpet prior to the show on Variety and Entertainment Tonight’s websites starting at 3:30 p.m. PT/6:30 p.m. ET.  The Golden Globes website will also stream the red carpet.

Who is hosting?

The show will be hosted by comedian Nikki Glaser—who was praised for her comedy skills at the Tom Brady Roast in 2024. She should have a relatively easy time topping last year’s host, Jo Koy, who opened the Globes with contentious and uncomfortable jokes and was heavily criticized by viewers.

Performers in the lead actor and actress categories to watch include Anora star Mikey Madison, Wicked‘s Cynthia Erivo, Emilia Perez’s Karla Sofía Gascón, Sing Sing’s Domingo, Babygirl‘s Nicole Kidman, Adrien Brody in The Brutalist, and Timothee Chalamet in A Complete Unknown.

Gascón is the first openly transgender woman to be nominated as the lead actress in a film at the Golden Globes, and should she win the Best Performance by a Female Actor in a Motion Picture – Musical or Comedy award, she would be the first out trans performer to win in a top film acting category at the Globes. In December on Instagram, Gascón celebrated her nomination, writing that “[t]his nomination gives me hope for humanity.”

Those nominated for best movie performance in a supporting role include Wicked‘s Ariana Grande, Emilia Pérez‘s Selena Gomez, and A Real Pain‘s Kieran Culkin.

On the television side of the Golden Globes, the latest season of the highly-acclaimed The Bear bagged five nominations. The series proved to be a hit at last year’s Golden Globes, winning three awards, including the coveted Best Television Series – Musical or Comedy gong. The Hulu comedy Only Murders in the Building and historical drama Shogun—which earned the number one slot on TIME’S 10 Best TV Shows of 2024 list—are also front-runners this time around, with both having racked up four nominations. Meanwhile, hit Netflix series Nobody Wants This, starring Kristen Bell and Adam Brody, has earned three nominations overall, including nods for its lead stars.

What to Know About Winter Storm Blair—And Who Will Be Impacted

Beware of Blair. That’s the word from the Weather Channel, which, along with the National Weather Service, has issued a warning for the first named winter storm of 2025. The storm is set to arrive over the weekend and linger into Monday, clobbering the Plains, Midwest, and mid-Atlantic U.S. with snow, ice, and freezing temperatures—ensuring that the new year will land as a challenging one for up to 250 million people in 40 states.

Winter storm Blair is the result of what’s known as an Arctic Outbreak, which is itself a creature of the polar vortex. The polar vortex is a formation of westerly winds that collect over the Arctic in the winter, isolating the polar region from the surrounding atmosphere and causing temperatures within the vortex to plunge, but leaving surrounding temperatures unaffected. That’s only when the polar vortex remembers its place, however—which it’s not doing this weekend. Instead, a pair of high pressure areas are forcing the jet stream to plunge southward, bringing the icebox air of the polar vortex with them deep into the lower 48 states. At the same time, a so-called blocking high—a static area of high pressure—over Greenland is also forcing the jet stream, and more cold weather, southward.

The U.S. will feel the effects of all of this atmospheric activity dramatically. Throughout Saturday, snow is expected to hit the northern and central Rockies, along with the Plains, with precipitation likely extending as far south as the mid-Mississippi valley. The Weather Channel is warning Kansas City, St. Louis, and Wichita, Kansas, of hazardous driving conditions. Lake effect snow in states bordering the Great Lakes will add to the precipitation. On Sunday, the storm will stretch as far east as West Virginia and the Appalachian Mountains and south into Oklahoma. Cincinnati, Indianapolis, and Louisville will be added to the cities that will face hazardous driving. By Monday, Baltimore, Philadelphia, Pittsburgh, Charleston, S.C., and portions of West Virginia will get their turn to potentially be buried by snow. Accumulations across the affected areas are expected to reach between six and 12 inches.

Snowfall will taper and stop at the beginning of the week, but some models have the Arctic Outbreak lasting until the second half of the month, and that is when the majority of Americans should feel its effects. Even as early as Jan. 6., however, Texas and Oklahoma will see lows in the 20s and 30s; by midweek, Florida, Kentucky, Tennessee, and the Appalachians could see similar temperatures. Local lows next week are projected to reach 23°F in Dallas, 33°F in New Orleans, 21°F in Atlanta, 36°F in Orlando, and 46°F in Miami. The Weather Channel calls for lows in some parts of the Plains, the mid-Mississippi Valley and the Ohio Valley to touch 0°F.

According to Accuweather, the cold air from the far north will arrive in pulses, with repeated blasts keeping much of the country below average temperatures. The Midwest and mid-Atlantic states are projected to be from 12°F to 25°F below historical averages throughout at least portions of the next two weeks. All five Gulf coast states—Texas, Louisiana, Mississippi, Alabama, and Florida—may see snow and ice. A region extending 1,000 miles from western Nebraska to West Virginia could see up to three to six inches of snow, or “enough to shovel or plow,” says Accuweather. And the more snow that falls, the colder it will get, as the planet’s albedo—or reflectivity—increases, meaning that incoming sunlight bounces from the white ground back into space rather than being absorbed by darker surfaces and increasing warming.

None of this changes the state of the Earth’s overall climate. The planet is still running the meteorological fever known as climate change. But there is plenty of fluctuation within that larger condition. The first month of 2025 promises to be a reminder of winter’s more punishing extremes.

Everything to Know About Jimmy Carter’s Funeral Services

The official state funeral for former President Jimmy Carter will take place on Jan. 9 in Washington, D.C., following days of services and ceremonies to honor the 39th President.

President Joe Biden declared Jan. 9 a National Day of Mourning, and ordered all executive departments and agencies of the federal government to close out of respect for the former President, who died on Dec. 29 at the age of 100. But ceremonies honoring Carter will start before then, on Jan. 4, when a motorcade will take Carter through his hometown of Plains, Georgia.

Here’s what to know about the scheduled tributes for the former President.

What happens before the state funeral?

On Jan. 4, Carter will be taken through his hometown by motorcade, which will take a “brief pause” at his boyhood home in front of his family’s farm, according to a schedule released by the Joint Task Force-National Capital Region and the U.S. Army Military District of Washington. There, the National Park Service will salute and ring a historic farm bell 39 times.

The motorcade will then take Carter to Atlanta, pausing at the Georgia State Capitol for a moment of silence led by Gov. Brian Kemp and other state and local officials. Carter will then be carried into the Carter Presidential Center, where a private service will take place. The former President will then lie in repose at the Atlanta center and the public can come and pay their respects until 6 a.m. on Jan. 7.

On Jan. 7, Carter will be taken to the U.S. Navy Memorial in Washington, D.C., where a funeral procession will march to the U.S. Capitol. There, members of Congress will be able to pay their respects during a service held in the Rotunda. The former President will then lie in state, which will open to the public later that evening. Carter will lie in state until the morning of Jan. 9.

What will happen on the day of the funeral?

The morning of Jan. 9, a motorcade will take Carter from the U.S. Capitol to the Washington National Cathedral, where the national funeral service will run from 10-11 a.m. ET. The schedule released by the U.S. military task force didn’t include details about the state service, but Biden previously said that Carter had asked him to deliver a eulogy at his funeral.

After the service, Carter will be flown back to Georgia, and a private funeral service will take place in Plains at Maranatha Baptist Church, where Carter taught Sunday school and where a funeral service was held for his wife, former First Lady Rosalynn Carter, in November 2023. 

A motorcade will then take the former President and his family through downtown Plains for Carter’s final journey through his hometown. The motorcade will take Carter to his family’s residence for a private interment next to his wife, according to the New York Times. Before the interment, the U.S. Navy will honor the former President with a missing man formation flyover.

Who will attend the funeral?

Biden will attend the state funeral, and other former presidents and first ladies are likely to attend as well. President-elect Donald Trump said Tuesday that he plans to attend the funeral.

Scientists Are Racing to Develop a New Bird Flu Vaccine

A 13-year-old girl in Canada became so sick with H5N1, or bird flu, in late 2024 that she had to be put on a ventilator. Around the same time, a senior in Louisiana was diagnosed with the first “severe” case in the U.S.

As bird flu continues to ramp up, many are wondering what tools—namely, vaccines—we have to fight it if such intervention becomes necessary.

“Public-health and infectious disease folks around the world are watching bird flu very, very carefully,” says Dr. William Schaffner, professor of infectious diseases at Vanderbilt University Medical Center and spokesperson for the Infectious Disease Society of America. “The concern is that this virus could acquire the capacity to attach to human cells and spread widely. That would be opening the door to a new pandemic for sure.”

For that to happen, the H5N1 virus would have to develop the right mutations that allow it to more easily infect human cells—a process that could occur more easily if someone were to be infected with both seasonal flu and H5N1, for instance, allowing the two viruses to exchange genetic information and recombine into a strain that readily infects and spreads among people.

Fortunately, that hasn’t occurred yet, but health officials aren’t waiting around. Work on a vaccine is underway to protect the public in the event of a pandemic, and earlier this year, Dr. Mandy Cohen, director of the U.S. Centers for Disease Control and Prevention (CDC), pointed to mRNA as a preferred platform for the shot since vaccines can be developed and distributed quickly.

Here’s the latest on the efforts to develop a new bird flu vaccine.

Is there already an H5N1 vaccine?

Several vaccines target H5N1, and the national stockpile has doses of all of them. These shots target different strains of H5N1 that were circulating when the vaccines were developed years ago, but health experts expect they would still provide some protection against severe disease.

“Fortunately, current vaccine candidates neutralize the circulating strains in vitro,” wrote health officials from the U.S. National Institute on Allergy and Infectious Diseases in a Dec. 31 editorial in the New England Journal of Medicine. A small number of healthy volunteers have been vaccinated with these H5N1 vaccines, and the antibodies they generated appeared to neutralize the circulating virus in lab tests. But these vaccines have not yet been tested in a clinical trial, since there have not been enough H5N1 infections in humans to compare vaccinated people to unvaccinated.

What about an mRNA vaccine for H5N1?

There isn’t one yet, but several companies—including Moderna, Pfizer and GlaxoSmithKline (in collaboration with CureVac)—are working on such a shot. In July, the U.S. government’s Biomedical Advanced Research and Development Authority (BARDA) awarded Moderna $176 million to develop its updated mRNA H5N1 vaccine. All of the mRNA vaccine candidates are in early stages of testing in people for safety and efficacy.

The shots rely on the same mRNA technology that was used to create COVID-19 vaccines. In recent weeks, scientists led by a team at the CDC reported that an mRNA-based H5N1 vaccine helped ferrets generate strong antibody responses against the virus and to survive a lethal dose that killed ferrets that hadn’t received the vaccine.

Dr. Drew Weissman, director of vaccine research at Penn Medicine and a 2023 Nobel Prize winner for his work in pioneering mRNA technology for vaccines, and his colleagues also reported encouraging results with a vaccine they developed and tested in ferrets. The shot, which targeted the strain of H5N1 causing recent infections in chicken and cattle, prevented severe illness and death from H5N1 in the ferrets. Unvaccinated animals did not survive.

“The real advantage of mRNA vaccines in the context of a pandemic is the ability to update the vaccines as needed,” says Scott Hensley, professor of microbiology at the University of Pennsylvania Perelman School of Medicine who worked with Weissman to develop the vaccine. “The beauty of mRNA is the ability within a moment’s notice to change the vaccine.”

How soon could an updated vaccine be made available?

While developing an mRNA vaccine would take just a matter of months, testing the shot in clinical trials would take longer. “We know the vaccines would be well tolerated and safe because they were in the context of COVID-19,” says Hensley. “But any new antigen needs to be tested.”

In order to avoid delays in providing vaccines to the public in case of a pandemic, governments should be investing in conducting large-scale, late-stage clinical tests before a pandemic breaks out, Hensley says. “It would be investing in something that you’re not certain is going to cause a pandemic,” he says. “But it’s a decision that governments need to make. In my opinion, it would be money well spent when dealing with a virus that has the potential of this particular virus.”

Another way to avoid that delay and reduce the number of people who become sick with a pandemic-level bird flu is by developing and distributing a more broadly targeted vaccine. Influenza comes in four main subtypes—A, B, C, and D—and two, A and B, cause most infections in people. (H5N1 is type A.) Hensley developed a vaccine candidate that can recognize all 20 of the A and B influenza subtypes—including H5N1—and found that it generated strong immune responses in mice and ferrets. In addition, when the vaccinated ferrets were exposed to slightly different influenza variants within those subtypes, they still produced good immune responses against them.

While the vaccine didn’t protect the animals from getting infected, they didn’t get as sick. “What it does is prime the immune system to respond and clear the virus faster,” says Hensley. “So the idea would be to prime the population with this type of vaccine that would limit initial severe disease and death in case of a pandemic. That would buy some time for more specifically matched vaccines that could be developed and used as boosters. Schools wouldn’t have to close down, and people might still be infected but not dying.”

The National Institutes of Health is sponsoring trials of this vaccine, which could change the way we vaccinate against flu and other emerging threats. Hensley says that if proven safe and effective, such a broadly targeted shot would ideally be given to young babies so their immune systems could be trained to recognize a wide range of influenza types early on.
