Meet the 14 Members of the U.S. Women’s Soccer Team Going to the World Cup for the First Time

The U.S. Women’s National Team (USWNT), which is training in New Zealand for the upcoming World Cup, features 14 rookies whose diversity—in background, in skills, in temperament—neatly reflects the country they represent. Three of the players suited up for Stanford. Another could have played for the Mexican national team, but instead chased her dream to play for the U.S. One has an intense game face and may square off against her girlfriend, a star for Australia, in the World Cup final.

As the U.S. preps to win a third consecutive World Cup title—no team, women’s or men’s, has ever done that—meet the first-timers who’ll have to help make it happen.

Cook, who along with fellow rookie Naomi Girma is expected to provide the bulk of the team’s defensive protection in the middle of the USWNT backline, scored her first and only international goal in April against Ireland. It was a 40-yard-strike, right before halftime, and gave the U.S. a 1-0 lead. (The U.S. won the game by the same score.) She also scored on her birthday, making Cook just the third American to net an international goal while also blowing out candles. Mia Hamm (1998) and Alex Morgan (2019) are the others, putting Cook in pretty heady company.

I asked Cook at the USWNT media day in Los Angeles, in June, what people watching her for the first time should know about her. “What you see is what you get,” she said. “I pretty much am, on and off the field, the same person. I do tend to play pretty calm, pretty poised, and I think that’s exactly who I am off the field.” As for hobbies, Cook—a teammate of Megan Rapinoe on OL Reign of the National Women’s Soccer League (NWSL)—mentioned hanging out with and training her dog, Bo, whom she got last September. Bo’s not going to the World Cup, which Australia and New Zealand are hosting, and will be staying with a sitter instead. “When I dropped him off at the place he’s staying, he just ran inside the house and didn’t look back,” Cook says. “So I think he’s fine.”

DeMelo became the first “uncapped” player—a player with no prior national-team experience—to make a World Cup roster since Shannon Boxx in 2003. In fact, she made her national-team debut in the July 9 World Cup send-off game—a 2-0 victory over Wales—when she came on as a second-half sub. “It’s such a surreal experience,” DeMelo, who grew up in the Los Angeles area and attended USC, said after the game. “I’m super grateful, and I’m ready for the World Cup.”

U.S. coach Vlatko Andonovski had invited her to previous national-team camps. But she never earned any game minutes. Andonovski said he was looking for more consistent play in her NWSL season. DeMelo, who plays for Racing Louisville FC, delivered. According to ESPN, she’s seventh this season among all regular NWSL starters in expected goals, plus expected assists, per 96 minutes. These stats quantify the likelihood that a shot or an assist will lead to a goal. In other words, DeMelo’s really good at finding scoring opportunities, for herself and her teammates. “Her performance in the league was one of the biggest reasons why she’s on the team,” Andonovski said at media day.

When Fox was in middle school in northern Virginia, she had to decide between pursuing gymnastics and soccer. She chose soccer because she enjoyed the team aspect of the sport, and that decision has paid off with her first World Cup trip. The first overall pick in the 2021 NWSL draft, out of the University of North Carolina, Fox watched Racing Louisville FC select her from a hotel ballroom during a national-team training camp. Fox’s U.S. teammates offered a sweet round of applause. Fox started the July 9 World Cup send-off game. The cheers may grow louder down under.

With veteran leader Becky Sauerbrunn sidelined due to injury, Girma will likely anchor the defense. Girma majored in symbiotic systems at Stanford, which, according to a university website, is a “unique program for undergraduates and graduates that integrates knowledge from diverse fields of study including: computer science, linguistics, mathematics, philosophy, psychology, and statistics.” Girma also played on Stanford’s 2019 championship team with USWNT rookie teammate Sophia Smith.

Her parents, Girma Aweke and Seble Demissie, immigrated to the United States from Ethiopia in their teens. Naomi Girma started playing soccer as a child with other members of the Bay Area’s Ethiopian American community, in a youth program her father helped start called Maleda Soccer. “We all played soccer together on Saturdays,” says Girma, who was selected No. 1 overall by San Diego Wave FC in the 2022 NWSL draft. “It was super informal. It was really fun.” Girma will be the first Ethiopian American to play at a World Cup. “It’s an honor to represent the Ethiopian community,” she says. “I wouldn’t be here without their support.”

Sofia Huerta, 30, Defender

Huerta grew up in Boise, Idaho; her father, Mauricio, is an electrical engineer who immigrated to the U.S. from Mexico. Andonovski calls Huerta’s decision to forgo a more surefire spot on the Mexican national team earlier in her career in order to pursue her USWNT dreams a “brave” move. Huerta happens to agree with him. “At 19 I made that decision, although I wasn’t getting any communication from the U.S. team,” she says. “It was a huge risk.” Her father encouraged her to bet on herself; they agreed that even if she had enjoyed success on the Mexican team, she might have deep regrets. “Although I’m 30 getting my first World Cup roster, I’m really thankful for my journey,” says Huerta, an OL Reign defender. “It was pretty brave, right?”

Aubrey Kingsbury, 31, Goalkeeper

One of two Cincinnati natives on the team—midfielder Rose Lavelle is the other—Kingsbury has made just one other national-team appearance. In an April 2022 friendly against Uzbekistan, which the U.S. won 9-0, Kingsbury became the oldest U.S. keeper to earn her first international appearance, or “cap.” (She didn’t face a shot on goal.) While Alyssa Naeher is expected to be the primary net minder in Australia and New Zealand, Kingsbury, the 2019 and 2021 NWSL Goalkeeper of the Year who also won a championship with the Washington Spirit two seasons ago, possesses impressive credentials.

Kristie Mewis, 32, Midfielder

Mewis’ younger sister, Sam, won a World Cup in 2019, but a lingering knee injury will keep her out of this year’s competition. So it’ll be up to Kristie to deliver a repeat win for the Mewis clan. Kristie, who like her sister played high school soccer in Whitman, Mass., may have the most intense game face on the team. She’s developed that scowl since childhood. Her parents called her “GameFace9” in their instant-messaging group when she was a kid. “I know my game face is so crazy,” says Mewis, who plays for NJ/NY Gotham FC. “But I think it just shows how passionate I am, how focused I am, and what it means to me.” She also admits it’s “super funny.” Mewis is dating Australia’s Sam Kerr, one of the world’s best players. The couple could potentially meet up, on opposing sides, at the August 20 final in Sydney.

Casey Murphy, 27, Goalkeeper

Over the past two years, Andonovski has essentially rotated Murphy and Naeher as starting keeper. Naeher started the send-off game, so it appears she’s locked up the No. 1 keeper position. But Naeher suffered a right knee injury at the Tokyo Olympics, shining light on the importance of a strong No. 2. Murphy, an Academic All-Big Ten honoree at Rutgers University—she hails from Bridgewater, N.J.— has started three games for the U.S. in 2023 and hasn’t allowed a goal. In 14 appearances during her national-team career Murphy, the North Carolina Courage keeper, has recorded 10 shutouts.

Trinity Rodman, 21, Forward

Rodman helped fans avoid a minor freak-out during Team USA’s World Cup send-off game. It was deadlocked 0-0 before Rodman, who plays for the Washington Spirit in the NWSL, scored a 76th minute goal off a nifty cross from Smith. Then, in the 87th minute, she fired an unsavable shot from the top of the 18-yard box, to give the Americans some breathing room against Wales, the 30th-ranked team on the globe.

Rodman, the daughter of NBA Hall of Famer Dennis Rodman—she says the two don’t talk all that much—came in as a halftime sub. She certainly made her case for a starting spot in the USWNT’s World Cup opener, on June 21 in Auckland, New Zealand, against Vietnam. “Ever since she came into the [NWSL], we could see the energy and the creativity and the intensity that she brings,” says Andonovski. “Every time when she gets the ball, it’s almost like there is a little expectation that something will transpire off of it. She’s an exciting player, she’s a creative player, and we’re excited to see her on the world stage.”

Ashley Sanchez, 24, Midfielder

Sanchez, a true southern Californian who grew up in the San Gabriel Valley and starred at UCLA, is a longtime member of U.S. Soccer’s youth national teams, having competed for the under-14, under-15, under-17, under-20, and under-23 squads. In 2016, she became the first U.S. athlete to compete at two youth World Cups—the under-17 and the under-20 events—in the same year. Sanchez, who plays for the Washington Spirit, provides an attacking option in the midfield. “Her feet are magic,” says USWNT teammate Kelly O’Hara. “When everybody thinks of Ashley Sanchez, that’s what they think of.”

Sophia Smith, 22, Forward

Smith, the reigning NWSL MVP, is laser-focused when the ball is on her foot. She’ll stop at nothing until it touches the net. To wit: here’s Smith knocking through four defenders on her way to scoring for Portland Thorns. She says she never notices the opposition around her when plowing around a defense. “I mean, I feel hands grabbing,” Smith says, “but … goal.”

She knows goals. Smith leads the NWSL with 10 of them. Her ability reminds many soccer pundits of a young Alex Morgan, who was also 21 when she made her World Cup debut, in 2011. She takes such comparisons in stride. “I’m not trying to be the next anyone,” says Smith, who won a national championship at Stanford before leaving to turn pro after her sophomore year. “I’m the first and only Sophia Smith.”

Andi Sullivan, 27, Midfielder

Born in Honolulu and raised in Northern Virginia, Sullivan is nicknamed “Sunny”—which she attributes to her upbeat disposition, and the bright yellow cleats she once wore at a national-team camp. The Stanford grad was selected first overall in the 2018 NWSL draft by her hometown Washington Spirit, the team she still plays for today. Sullivan has started the last four national-team games at midfield, and figures to play an important role in her rookie World Cup. Sullivan and her husband, professional soccer player Drew Skundrich, first met at Stanford. They have four national titles between them (one for Sullivan, in 2017, and three for Skundrich, in 2015, 2016, and 2017).

In a video posted by U.S. Soccer last week, Sullivan named three talents she wished she had: the ability to whistle loudly, speak another language, and parallel park.

Alyssa Thompson, 18, Forward

The youngest woman to make the U.S. World Cup team in 28 years, Thompson missed her high school graduation: she had a game for Angel City FC, her NWSL team. (She also missed middle school graduation, as she was at a U.S. Soccer youth camp in the Netherlands.) After Mallory Swanson, the team’s leading goal scorer this year, tore her left patella tendon in a game against Ireland in April, Thompson was whisked in for reinforcement. Swanson is out for the summer; Thompson will play in a World Cup ahead of schedule.

“She’s unpredictable,” says Andonovski. “You never know what she’s going to do. Is it going to be a one-on-one or one-on-two or give-and-go or a shot, right foot, left foot? She’s very, very hard to track or prepare for. Her creativity is very good and is something that will fit well with the group of forwards that she’s going to have around her.”

Lynn Williams, 30, Forward

After being one of the last players cut from the 2019 World Cup team, Williams forced herself to watch every game, back home, as the U.S. won it all in France. She calls it a low moment. “I was watching my friends live out their dream,” says Williams. “I was so happy for them but then devastated for myself.” But watching others have that experience was a necessary exercise. “As terrible as it felt for me, it was motivation,” she says. “That’s where you want to be.”

Williams spoke to TIME by phone en route to Yankee Stadium a few days after the World Cup roster announcement in June. She was throwing out the first pitch before the New York Yankees-Baltimore Orioles game on a Friday night. Williams leads her NWSL team, NJ/NY Gotham FC, in goals this season, with seven, fourth highest in the league. She bounced the pitch to the third-base side of home plate. She’ll save the strikes for this summer.

OpenAI’s ChatGPT Bot Probed by FTC Over Consumer Harms

The US Federal Trade Commission has sent a request for information to startup OpenAI Inc. as part of a probe into its ChatGPT conversational AI bot, according to a person familiar with the request.

The document request was sent recently to the Microsoft Corp.-backed AI company seeking information on whether ChatGPT harms consumers, according to the person, who asked not to be named discussing a non-public investigation.

In Defense of Parasocial Relationships

I’ve been juggling parasocial relationships for most of my life. As a newly online kid in the 1990s, I downloaded programs that helped me make fan art featuring my favorite bands: Dashboard Confessional, Something Corporate, and Blink-182. Now, a couple decades later, I refer to these artists by their first names (Chris, Andrew, Mark) to my friends and family and passionately defend them on internet forums. Thanks to TikTok and Instagram, I can tell you with authority what their kitchens look like, what their dogs are named, and what they put in their morning smoothies. Is it any wonder I feel like I know them?

Internet arbiters might call me unhinged or tell me to get a (better) hobby. But actually, experts say, parasocial relationships aren’t nearly as toxic as public perception makes them out to be. Decades of research suggest that they’re good for the majority of people who engage in them—and for the celebrities on the other side.

“I fell into studying fandom because I became a passionate fan of something myself,” says Lynn Zubernis, a clinical psychologist who loves the TV show Supernatural, which aired from 2005 to 2020. “And I was instantly like, ‘Oh my god, have I a.) lost my mind, or b.) discovered something wonderful?’” Her children assumed it was the former—but that didn’t align with her experiences, or with mine.


There’s a good chance that you—yes, even you—have had a parasocial experience. Ever yell at the football player on your TV who just fumbled the ball, even though you knew he couldn’t hear you? That’s an example of a parasocial interaction, which can progress into a parasocial relationship—typically defined as a one-sided social and emotional connection developed with fictional characters or celebrities. By some estimates, 51% of Americans have been in parasocial relationships, though only 16% will admit to it.

Parasocial relationships can help adolescents, in particular, form an identity and develop autonomy, according to one 2017 study. By imagining relationships and associating emotions with people at a distance, we have a “safe forum … to experiment with different ways of being,” the researchers concluded. Additional research has found that parasocial relationships can help people with low self-esteem feel more confident and become closer to their ideal self. Those with avoidant attachment styles—who are generally wary of closeness—often get attached to TV characters with desirable characteristics that they then try to embody, which can be an effective coping strategy. “We find people, characters, stories, whatever it is to emulate and to take attributes from and to sort of use as inspiration,” Zubernis says. “It’s a lifelong process—not just something that happens in adolescence.”

Feeling attached to a celebrity or character can also create a sense of comfort, or what Zubernis describes as a “secure base or safe haven.” That can help people persevere through the most difficult life challenges. She describes a suicidal woman she met who loved the TV show Supernatural. When the woman went to a fan convention and met one of the stars, he sensed that she was having a difficult time. “He made her promise that she would stay alive and come see him at the next convention,” Zubernis says. “She’s still doing great, and it’s 10 years later.”

Parasocial relationships can expand social networks and offer a sense of companionship in plenty of other ways. That became especially true during the COVID-19 pandemic, when many people—isolated at home and unable to spend time with friends and family—gravitated toward online communities, including fandoms. Parasocial bonds are launching pads into fulfilling online and in-person connections with fans who share similar interests, experts say. “There’s a sense of belongingness that comes from being part of a community,” Zubernis says, and these bonds can decrease loneliness. “People who don’t know about fandom often miss that aspect of it completely. They still have a certain image of, ‘Oh, a fan is a boy sitting in his mom’s basement watching Star Wars 33 times.’ But for most people, it’s a very communal activity, and it’s about relationships.” These connections often outlive a person’s affinity for a particular celebrity, experts add.

Gayle Stever has been studying fandoms—and, by natural extension, parasocial relationships—for decades. As part of her research, she’s embedded herself in a number of fan communities, including those associated with Michael Jackson, Madonna, Prince, Paul McCartney, Star Trek, Aidan Turner, and Josh Groban. She’s seen the benefits play out again and again: She met around a dozen people, for example, who lost their significant other through death or divorce and then decided they didn’t want another real-world relationship—but found connection through a parasocial relationship. “One woman told me that every time she was in a new relationship and it ended, it was hurting her kids. So she made the decision to invest in a parasocial relationship,” Stever recalls. The woman knew she wasn’t going to actually run off with the celebrity she admired, but she was having fun, and described it as an outlet for feelings she would have otherwise stifled.

Another woman, who Stever met outside a Josh Groban concert, was in her mid-50s and had recently lost her husband to an aggressive form of cancer. She felt sure the romantic part of her life was over. But she eventually realized that she had a “little crush” on Groban. She didn’t entertain any notion that the two would actually be together, but she told Stever the experience helped her realize she was capable of having romantic feelings again.

“My experience has been that in the largest percentage of cases, the impact is positive,” Stever says. “It’s more healthy than unhealthy. People want to judge the behavior of others, but why do you need to castigate somebody’s fandom?”

When I was in my mid-20s, I re-discovered a musician I had loved as a tween, Andrew McMahon. Two weeks after seeing him perform as an opening act—by chance, or as I prefer to call it, fate—I drove 12 hours to catch one of his solo shows. In the decade since, I’ve seen him perform more than 100 times, watched the documentary he made, read his memoir, and joined fan communities on every social-media platform. I bought a green T-shirt emblazoned with a bold declaration—“Andrew McMahon is a friend of mine”—and when I wore it, I felt like it was true.

So how does McMahon feel about all that? When I asked him via Zoom recently, he was exceedingly gracious. “At the core of it, there’s this shared experience,” he says. “I appreciate that there are people who are willing to share and be vulnerable with me in the same way that I am in my songs. It furthers my perception of what this relationship is, which is not a one-way thing.” When he goes on stage, he says, he’s not a television screen. “I feel more connected when I feel like I see them, and they see me,” and his interactions with fans often double as a vibe check: Did they enjoy the show? Was there something more he could have done that would have made the experience better?

That fan-artist relationship was strengthened back in 2005, when McMahon was diagnosed with acute lymphoblastic leukemia. He started to choke up when describing how many fans reached out, making him feel a genuine sense of love. “It was like, wow, there were people willing me back to life,” he says. Now, after a decades-long career, he recognizes many of the faces he sees in the crowds at his shows—and waiting to meet him afterwards. He’s been on the other side and met celebrities he idolizes, like Billy Joel, and that firsthand experience helps him relate to his own fans. “It makes me want to make a positive experience for people who meet me,” he says. “People who have been doing this with me for years, we have very normal conversations and interactions now because we’ve broken that barrier down over time. I’ve made friends and lifelong connections with people.”

Many celebrities similarly appreciate—and even encourage—fans’ parasocial bonds. It makes sense: Loyal, invested fans fuel careers and, certainly, bank accounts. But there’s also a deeper motive. When Zubernis collaborated with Supernatural actors on the book Family Don’t End with Blood: Cast and Fans on How Supernatural Has Changed Lives, she was surprised at their emphasis on emotional benefits. “They talked about feeling this unusual sense of support that allowed them to take chances and do things they wouldn’t have otherwise done,” she says. One actor was emboldened to start performing as a singer. Another cast member told her that his fans helped him overcome anxiety and suicidal ideations. “Knowing he had the support of a community,” says Zubernis, “that would accept him even when he was struggling with depression was part of what literally saved his life.”


Of course, there’s always a line. When I asked McMahon what his was, he first provided the diplomatic response: Because he’s available to fans on social media, they sometimes treat him like customer service, inquiring about ticket problems or why he didn’t book a show in their city. After digging deeper, he raised the fact that he’s had people reach out to him while in life-threatening crisis. “It’s hard to figure out how to deal with that,” he says. “Those are the scariest things because I think there’s a level of personal responsibility. I don’t say that as a way to discourage somebody, but that’s the moment where it flips into a situation where it’s above my pay grade.”

Some fans display more loudly egregious behavior, including harassing anyone they perceive to have offended their favorite star. Celebrities are often reticent to discuss parasocial relationships for fear of alienating their fanbase, but occasionally, the situation gets noxious enough for them to speak out. Taylor Swift recently instructed fans not to cyberbully her ex John Mayer: “I see so many beautiful interactions happen … I would love for that kindness and that gentleness to extend on to our internet activities,” she said in late June. And Selena Gomez and Hailey Bieber have both pleaded with fans to stop sending death threats and making mean comments purportedly intended to defend each star from the other. Stever notes that, often, people engaging in this behavior are too young to know better, have a mental illness, or are caught up in stan culture, which she considers a separate (and extreme) entity from typical parasocial behavior.

In 2002, psychologist Lynn McCutcheon co-developed the Celebrity Attitude Scale to measure the extent to which someone is enamored with their favorite star. It suggests that there are three levels of celebrity worship: The first, entertainment-social, describes the “vast majority” of people, says McCutcheon, who’s the editor of the North American Journal of Psychology. These are fans who appreciate their favorite celebrity’s skills and like sharing that interest with others. The next level, intense-personal, occurs when people start to internalize the values of their favorite celebrity, and genuinely consider them their soulmate. (“Fortunately, this is a fairly small minority of people,” he notes.) The final level, borderline-pathological, refers to people who would do anything for their favorite celebrity, including illegal activities. About 3% to 5% of people with parasocial relationships meet the criteria for this category of celebrity worship, which is associated with poor mental health.

People who have intense-personal and borderline-pathological attachments tend to have certain traits in common, McCutcheon says: impulsivity, trouble with intimate relationships, and high levels of anxiety and neurosis, to name a few. Scores on the Celebrity Attitude Scale typically rise during the preteen, teen, and early adulthood years, and then remain stable or decline slightly throughout adulthood.

About a year or so ago, scores on the Celebrity Attitude Scale began increasing slightly overall, McCutcheon says, which means a growing number of people have unhealthy attachments. It’s unclear why, but he speculates that “it’s fueled to a certain extent by the greater accessibility of celebrities to their fans.”

Still, bad behavior is the exception, he says. Yet the public continues to conflate news-making outliers with the perfectly healthy and even beneficial parasocial relationships most people have. “I have found that when people talk about fans and celebrity stuff, their common sense goes out the window,” Stever says. “The whole ‘fandom is crazy’ trope is not understanding what fandom really is, because probably eight out of 10 people have never been a fan on that level. In any relationship, social or parasocial, there’s a potential for good and there’s a potential for bad.” Overwhelmingly, she says, we’d do well to focus on the good.

Why ‘Barbenheimer’ Mania Is Unstoppable

What happens when two of the most anticipated films of 2023 debut in the same week? A fan-made movie crossover event known as Barbenheimer.

Barbie, directed by Greta Gerwig and starring Margot Robbie, Ryan Gosling, Dua Lipa, and Issa Rae, among several others, will release on July 21. Oppenheimer, Christopher Nolan’s film on J. Robert Oppenheimer, who was integral to the development of the atomic bomb, comes out the same day. Summer movie-goers are relishing the chance to celebrate a one-day cinematic experience of watching two polar-opposite films back-to-back.

Hollywood is all about Barbenheimer

Tom Cruise, star of this summer’s other blockbuster, Mission Impossible Dead Reckoning, will be taking part in the phenomenon. “​​I love a double feature, and it doesn’t get more explosive (or more pink) than one with Oppenheimer and Barbie,” he tweeted in late June.

Cruise told the Sydney Morning Herald he plans to see Oppenheimer first and then Barbie opening weekend.

The filmmakers and actors from both films are in on the fun, playfully leaning into the crowded film lineup to encourage more people to the movies. Gerwig and Robbie joined in, buying tickets to Oppenheimer, as well as the new Mission Impossible and Indiana Jones movies. Both Nolan and leading-man Cillian Murphy of Oppenheimer have addressed the frenzy, with Nolan telling IGN, “I think for those of us who care about movies, we’ve been really waiting to have a crowded marketplace again, and now it’s here and that’s terrific.”

Planning the ideal Barbenheimer day

Maria Carrillo, 22, will take part in Barbenheimer with her friends because it will be a theatrical release unlike any other since COVID-19 began in 2020, as movie-going is only now beginning to get back to pre-pandemic levels. “I’ve always loved going to the movies and this is going to be fun,” she tells TIME.

Carrillo and countless others online are excited about making the collaboration happen, creating special merchandise and self-made trailers and giving advice on how to affordably watching both films in theaters or craft the perfect Barbenheimer viewing itinerary (which can include everything from mimosas to showers and ice coffees to whiskey at Japanese listening bar and an outfit change).

Businesses have gotten in on it—a Barnes & Nobles in Olympia, Washington posted a TikTok with over 30,000 likes of a “Barbeinheimer Starter Pack.” According to Elizabeth Frank, AMC’s CCO and executive VP of worldwide programming, over 20,000 tickets have been sold so far at AMC Theaters to see Barbie and Oppenheimer on the same day.

What to Know About the Controversy Over the Defense Authorization Bill

House Speaker Kevin McCarthy is facing pressure this week from conservative members of his party to load up a must-pass defense bill with provisions that would strip Biden-era personnel policies out of the military, a move that could threaten Democratic support and tank the bill in a closely divided House.

The $886 billion National Defense Authorization Act, which has been passed by Congress every year for the last six decades, authorizes pay for troops in harm’s way and outlines the policy agenda for the Department of Defense. But lawmakers on McCarthy’s far-right flank are pushing to use floor amendments to rein in Pentagon policies on diversity, abortion, and climate change, which they say distracts the military from its main mission.

The controversy over the defense authorization bill is just the latest example of the many challenges McCarthy has faced in his leadership role as he tries to ward off a conservative revolt and pass legislation with only GOP votes. Republicans have a razor-thin, four-vote majority in the House, meaning that McCarthy will likely need bipartisan support to pass the defense bill.

The House Rules Committee is scheduled to mark up the defense authorization bill on Tuesday, with a floor vote expected later this week. A record 1,502 amendments were filed, highlighting the intensity of the demands from members of the hardline House Freedom Caucus even after House GOP leadership staffers huddled with lawmakers over the last few days in an attempt to cut back the number of amendments.

The conservative pushback is centered around a number of issues, including the Pentagon’s policy to cover travel costs and allow leave for troops seeking abortions, eliminating the Pentagon’s chief diversity officer post, prohibiting gender affirming surgeries and treatments, and banning the Department of Defense from having “pornographic and racial gender ideology” books in their libraries. Additional amendments would create a special watchdog for Ukraine assistance and stop President Joe Biden’s cluster munition transfer to Ukraine, offering a potential referendum among members of Congress on the President’s handling of the war.

“These cluster bombs will not end the war in Ukraine and will not build a more stable country. Children will be left without limbs and without parents because of this decision if we do not work together in a bipartisan fashion to stop it,” Rep. Matt Gaetz, a Florida Republican and member of the House Freedom Caucus, tweeted Monday.

For McCarthy, the dilemma underscores the balance he must strike between lawmakers on the far-right, many of whom rarely vote for the annual defense bill, and the Democrats he will ultimately need for the bill to become law. The bill must eventually pass a Democratic-led Senate and win Biden’s signature, though neither is likely if McCarthy caters to the culture-war issues.

Rep. Jen Kiggans, a Virginia Republican, suggested on Monday that she would encourage her colleagues to put aside the controversial amendments to avoid derailing the defense bill. “We need to get the NDAA passed,” Kiggans, a former Navy helicopter pilot, told reporters. “It’s not something to ever put at risk.”

Rep. Mike Rogers, an Alabama Republican and the Chairman of the House Armed Services Committee, said in a statement that the defense bill “puts our national security first” and would supply the military with the tools “necessary to counter the unprecedented threats our nation faces China, Russia, North Korea, and Iran.”

“Providing for our national defense is the most important task given to Congress by the U.S. Constitution,” Rogers said. “The NDAA is a critical part of fulfilling that duty.”

While the future of the bill is uncertain, McCarthy will be watching closely to see how the House Rules Committee votes on the various amendments. Republicans can only afford to lose two votes on the committee on a party-line vote, and McCarthy named three hard-right conservatives to the rules panel as a concession during his marathon 15-round fight for the gavel: Reps. Thomas Massie of Kentucky, Ralph Norman of South Carolina, and Chip Roy of Texas. All three voted against the annual defense policy bill in the past, and they could sink the bill if they vote in lockstep on Tuesday.
